I can understand your situation Chandan. Being a trainer, I personally feel environment really plays an important role in your fluency. You may apply certain things in your life to be a fluent English speaker.
1. Join a good institute to improve your fluency and get specific tips and tricks to improve.
2. Keep on evaluating yourself by recording your own videos and audios. Observe yourself and be your own critic.
3. Be in touch with language on daily basis, untill you reach upto the desired level
