Hi Samah, As the word "optional" means something that which is not compulsory, so 'optional message' simply means that, you have the choice of including or excluding a particular information in your resume. It is not obligatory. Use your discretion in this regard.

It is basically your cover letter, where you can brief about your profile, it's some extra information to the technical team or hiring manager. It is a way of defining yourself in few words , which will give an insight about you before opening your resume.
