Milan, a great question. I have been teaching for well over 20 years now, and I have pondered over these many times. I will try and answer here and the narrative I present is entirely my personal view. IELTS is a test which assesses the candidate’s proficiency in the English language. Now, to my knowledge TOEFL was- and is- the first of the kind and was incorporated in 1964. Here, I have my own personal theory. !945 saw the end of World War ii and America was one of the victorious nation. It was, even at that time, a highly developed country and the education system was not only good but very good with great institutes such as Harvard, Yale MIT etc, etc….. Europe was in turmoil and, as is human nature, parents wanted a safe haven for their children, so the educational exodus started and, to their dismay, many or all American colleges and universities found the inadequacies of the students as far is English was concerned. And therefore, probably this idea of a proficiency in the English language was germinated, culminating with TOEFL in 1964, IELTS in 1989 and PTE in 2009. Canada, Australia and New Zealand have taken it a notch higher, bringing even jobs and permanent residency within its fold. UK has gone even further, incorporating it into the spouse visa segment, breaking God knows how many hearts. And so, the story goes on…………………………………………………………………………………… read less
