I think you are talking about the cambridge publications, i mean books that you get in the market that has IELTS 8 or IELTS 9 or so on written on it.
Those are just editions of the same IELTS course material. they keep publishing new set of practice tests as well as keep updating the changes that have happend in the IELTS exam pattern.
The number of books do not state the level of IELTS just the edition or publication after changes
