There are many PR Visas types that, if you are granted, you would not require English language skills at any level. Having said that, if you are seeking entry through a Skilled Visa program, the minimum requirement is IELTS 6 in all bands. Adding to this, IELTS 6 is not going to be enough to get you a visa such as a Subclass 189, Subclass 190 or even Subclass 489. This is because the visas being Points based and is very competitive. Depending upon which country and/or province you are applying for, IELTS score could differ.Minimum band under Express Entry is 6+ in each section, which could be lower for different Canadian provinces.
