Is it possible to immigrate Canada without IELTS score?

Unfortunately, it is not possible to move to Canada as a permanent resident without a sufficientIELTS score.

Definitely not possible. Moreover, Canada doesn't look up only for overall score but also for individual module.

Zero, No chance. Australia, Canada and New Zealand simply do noe issue PR or student visa without IELTS.
