Band 7 means the candidate is GOOD user of the English language. If you are looking for overall Band 7 then you can score 6 or 6.5 in some modules and 7 or more in others. The total divided by 4 should be 7. That is how you get overall 7. In case of the requisite of Band 7 in all the 4 modulrs, its no brainer.
