If teaching at student's home for an hour daily you can charge around 8k-10k. If the student comes to your place then it can be 3-4k.

Yes, According to the second law, F= ma. If F= 0 then a=0. That means the object will either be at rest or move with uniform velocity. It is nothing but the first law.
