Yes, we can say this. Newton's second law of motion states that the total of all the external forces acting on the system is equal to the mass times its acceleration. If the total becomes zero, then the product of mass and acceleration has to be zero. Since the mass of the system is not zero, it's the acceleration is zero, that is, it would move with the same velocity as it was before which inherently is the first law of motion, i.e., a body at rest would continue to be in rest. A body in motion will continue to be in motion if no external force is applied to it.
