Can holding an electric guitar only by the neck ?

You can also hold electric guitar without strap on neck. Rest your guitar on your thy and sit on chair of stool

Of course can be but imagine how you can play or strum. Holding ok but not picking or playing.

Sit straight, keep guitar on your lap, adjust your strap length and play. Watch YouTube video on sitting postures/position for guitar. Your posture is very important.

Holding the guitar’s neck properly is the key for a guitarist to be able to play chords and notes effectively. Most beginners overlook and never practice holding the neck properly. Hence, why a lot of them suffer from inconsistent chords and notes.
