Well, because they can be. But also bc the work that goes into the mechanism (the rods, springs, etc) is much more complicated than on a guitar.
That said, if you would really like sticker shock, I recommend looking up semi-pro and professional flute prices. You’ll find numbers around the range of commuter and luxury cars, depending on the metals used.

We can't estimate flute or any instrument by their price but the work of art needed to build it!! In India there are 70% of flute which are not made properly tune. So the companies which make proper tune flute charges more for there instrument. If you are a beginner you can try "foxit C natural flute" it is just Rs.298 .
