As the name suggests, in a covalent bond, co means two, electron pair is shared among the two-atom. As carbon has four electrons that can be shared, it can't completely give 4 electrons and can't take 4 electrons to complete its octet. Suppose it provides 4 electrons, the overall positive charge on the atom increases; if it takes 4 electrons, the overall negative charge increases.
