The Sonor Force and Smart force are two good beginner drum sets. If you want to go even cheaper then the Mapex Tornado is a decent one. The Ludwig Accent series is good. The Mapex Jazz comet series is also very decent.

A good drum set for beginners is the Yamaha Stage Custom or the Pearl Export. Both offer quality and affordability.
