Every mechanisam happening in an atom due distribution of energy as accordingly there is movement of electrons due to unequal distribution of it.so as a result electrons revolve to counter the centripetal force.

Firstly no one elements want to be like noble gases. Look at the periodic table the physical and chemical properties vary from elements to elements. Everything in nature wants to be in balanced way.so when there is unbalance among protons and electrons atoms become unstable and to make it stable either release/gain electron through bonding with self or other atom to keep no of proton and electron equal in number.
