Paste Special is a feature found in many softwares like Microsoft Word, Microsoft Excel and OpenOffice. Pasting text from a Web page often retains the HTML formatting of the original, while using Paste Special lets users change the font, use different links or adjust the size and color of the text. It just allows you to copy one type of information and paste it as another. The paste special command has a number of useful tools built into it. Besides allowing you to paste values, it also allows you to transpose lists (columns to rows or rows to columns), multiply, add, skip blanks and paste links. read less

Apparently Microsoft added Paste>Values because PasteSpecia>Values is such a common action to perform on a worksheet that they decided to eliminate making the user interact with the dialog box just to do it. Note: Paste>Special was added to Excel at version 2007. read less
