What is the difference between average and good communication skills?

If you can just convey your messege to others, and listen them on the go, then your skills are average. On the other hand, if your communication skills are changing the listeners' reaction, mood, or it is totally controlling his actions, then your skills are really good.

Good communication skills are when your listener or your audience engages with your content and takes interest in you, unlike average communication where you just keep on speaking fluently but your listener is not enaged and your audience is getting bored and yawning. :)
