Like for Hydrogen you will have positive center and negative charge around it, so as far as classical picture is concerned this is how things behave. For a monoatomic there is no dielectric...because a single atom is neutral...unless some external charge is applied...wen external charge will be aplied it will trie to atain that dipolar orientation.
