Definitely we can make oxygen by braking co2 into o2.This is what happens in the plants in photosynthesis. The only problem is that the process requires energy in and this way we will be producing more co2 than o2 and thermodynamically this is not feasible and useful.

its hard to break the triple bonds in carbon dioxide so there is no direct way..the only chemical process on earth present now is photosynthesis which has been viable to human world through artificial trees search artificial trees in google.
