It focussed on health, education, cleanliness and well being of its people by investing heavily on its own people. Japan treated its own people extremely well and as a result its per capita income, human development indicators improved very well. In fact after 2nd world war devastation rebirth of Japan as Economic power drew world's attention and Concept of People as resource appeared. So in nutshell , a healthy , educated and civilised person contributed positively for society rather than as burden that why we consider People as resource. read less
