No, because if you round off to 59.4%, you will get 59%. If it could have been 59.5% or more, then you could have round it off to 60%.

Is geometry or algebra harder?
It depends, who is interested in art and physics they can easily understand geometry. where as algebra is doing lengthy steps and finding the unknown, it is is but not that much interesting to work.
