So, each carbon atom has 4 valence electrons (because it's in the 4th column of the periodic table). Each Oxygen atom has 6 valence electrons because it's in the 6th column. Also, the overall negative charge of -2 indicates that there are two more electrons even than that. 4*1 + 3*6 + 2 = 24
