A Non democratic country like a communistis or social command economy like Russia, china, or cuba or north Korea can take drastic but devastating decisions. with terrible human fall out of quelling all form of rebellion, forceful ,and Painful decisions like Hitler 'Germany or italy 's Mussolini but met with defeat , after some years of dominance.. but the democratic country values the decision on any thing with debate 7 discussion & passed as ACTS in Parliamentary democratic government .
