Keep reading and note down words that you are not aware of or entirely not sure of. Try to guess the meaning of the words based on the context and then look up in a dictionary. Try to target to learn at least ten new words and this will become harder as you learn more and more terms. You will know when you have made progress.

First of all, appreciate your enthusiasm to try to score the max. IELTS, as you probably know, tests all four aspects of communication. To score a band 9, you have to be healthy and a well-rounded communicator. It is tough but possible to score a band 9 if your English fundamentals are strong.
Take a diagnostic test, and then we can work on the areas where you will need to improve.

As someone who has scored a band nine on IELTS multiple times, let me tell you that there are not a lot of shortcuts. One has to improve on all four aspects of communication.
The first step is to get a baseline on where you are at these four (Reading, Listening, Writing and Speaking) categories and work on being a well rounded English language communicator.
If someone's baseline band is 6, most likely they have to work a bit on their grammar and Vocabulary before jumping into IELTS test-taking tips and strategies.

There are multiple activities/stuff you can do to improve your fluency, even if you are surrounded by non-English speaking folks.
1. Watch English shows (Netflix/Amazon Prime or wherever)
2. Read English books, novels, news
3. Speak whenever you get a chance
4. sign up for an online or in-person class right here on Urbanpro
