Hi It is not sure that if you are asking about Licensing cost of TOSCA automation test suite tool or the course fee to learn about using the tool.Anyways you can get the trial version for 14 day period , which i think is enought time for learning the same

Without clear functional specifications, test cases are difficult to implement. It is difficult to execute the test cases because of complex inputs at different stages of testing. Sometimes, the reason for the test failure cannot be detected.
