If u are really interested in doing graphic designing course you can take up 2D game development course which has both programming techniques and designing of the game environment, game characters and animation.

What is the best 2D software for beginners?
Software is nothing dear ...please learn first classical / frame by frame animation using light box, your base will be very strong and free hand sketching (posing drawing) . You can use fleep book software.

Do we have to be good in drawing to learn animation
Drawing is base. The more strong base, more strong building. 2D animation require purely traditional drawing skill. You can use softwares for animation, but it has their own limitation. No software can give you 100% 2D animation.
