Speaking is the one and the only solution to speak fluent English. The more he practically speaks English at home in general conversations, the more he will speak fluently. I have noticed this in many of my students. If we give them a chance to talk even in front of the mirror, they start to be better at it. Plus, you can encourage him to participate in public speaking. For this, you give him a simple topic every day and ask him to prepare and give a speech. It will enhance his creativity and confidence along with spoken English.
