Wren & Martin is the best book. But it might prove to be a difficult one for a beginner. So, I think emphasis should be laid on learning the very basic topics from an easier book like Evergreen Publishers' Self-Study for English Language ICSE or any other book which the student is able to grasp comfortably. Starting should be done by Parts of Speech, then Tenses and then the other topics. Moreover, teachers should encourage students to write at least one essay in a day, so that they are able to use grammar in a practical way. Regular practice is also required. In order to memorize the rules of English Grammar one can make use of formulas like SON/123 which means Subjective case is for 1st person, Objective case is for 2nd person & Nominative case is for 3rd person. Likewise one can make use of other formulas too.
