Yes. In terms of on-page SEO, the actual html code delivered to the browser - and therefore to google - would be identical. Google has no idea at all what backend systems you are using to serve your web page, and it has no need to. As long as you have the same on-page SEO specific content and tagging, there is no difference. Where a CMS scores well is that Google rewards fresh content, and sites that produce fresh content. It is easier and quicker for you to do this using a CMS. Whilst WordPress does on-page SEO well - and better with the Yoast plugin - out of the box, it is not the only way of achieving that. read less
