To convince anyone to use Angular is as below points 1) SPA (Single Page Application)2) Moduler based so that application will be very light weight depnds on requirements3) Project will be in agile mode

From your manager perspective, tech may not be that important. getting things done may be. Angular has the most talent pool in India. Finding react and vue developers is a never ending tasks , which is enough to convince a manager.
