Hemakumar, all the web technologies like PHP, Java, .net are latest and commnly share the frontend technologies like HTML, Javascript, Css, jQuery, Node JS, Angular JS etc. There are plenty of them. It depends on the requirement of the website and the available resources. You have freedom to choose since everything is possible in each technology. If you are more concerned about budget and rapid development I would say PHP obviously. CMS systems are developed based on these technologies.
