i am certain that high court decides election petitions involving disputes of state legislature as well as of parliament. and when it comes to election for president and vice president, supreme court is the deciding authority. because till 1962, elections tribunals were created by the election commission which decided these election petitions but it lead to severe delayed judgments because ultimately the appeals from these tribunals lead to the HCs and they sorted it out finally. so an amendment was made in 1962 which removed those tribunals and gave power directly in the hands of the HCs of that particular state where the election is to be held, to decide on the election disputes. i hope its clear to you now. read less
