The Secretary to the Govt of India heads the concerned Ministry working under the Minister. When the Secretary is not working in a Ministry he occupies an identical post elsewhere under the Govt of India.

It's too easy to learn. Nothing to worry. To achieve your dream you have to put your effect. Most of the IAS officers are from backwards school only. Go towards your dream.

what are the basic time preparation for ias ??
It depends on the schedule you are comfortable with. On an average 8 hours daily for 6 months can help you befriend with the subjects concerned. A good mentor is also required throughout.
