It is quite common in many areas. However, you need to check the personal profile of the tutor for reliability. If he has a good experience & reputation in your area, then it makes sense to pay him three months fee at a time. Otherwise it not necessary. Think about it.

Well, if you are confident that you can learn then go for it, music is not cheap so you have to pay. Ear training is not an option to teach, a music teacher must need to teach along with the sight reading.
