Yes.Formal English is spoken and accepted as correct is British English.Other countries mostly were colonies of Britain so it spread everywhere.It is readily accepted in universities within the commonwealth. This includes colleges in Britain, New Zealand, Canada and Australia. Many American universities accept the IELTS as well. America was colonised by multi racial people,so over the time Americans developed a less formal style of English.Thus limiting it to America only.Today American universities ask for TOEFL but everywhere else in Europe and UK,IELTS suffices to test English language proficiency. read less
