It works but will not fetch you a scholarship. To get a Graduate Scholarship, you need to have a good TOEFL score and not IELTS. Though accepted by some US universities, majority of the top Graduate Schools prefer to have a TOEFL score.

Yes, most of the US universities accept IELTS score. It is not at all mandatory to take TOEFL only. IELTS has equal acceptance!! However, it is always advisable to visit University website or talk to ur counselor to get official confirmation.
