The consonant 'r' is pronounced in the English language. However, its pronunciation depends on a couple of factors. Two main factors to keep in mind are, whether a vowel sound follows it or not. If a vowel sound does not follow it, then it is silent in maximum words, for instance, mother, fork, first, etc. When a vowel sound follows it, then it is pronounced, for example, forest, merry, breakfast, etc.
The second factor is 'linking', where a word ending with 'r' sound is followed by another word which begins with a vowel sound, then, 'r' is pronounced, for example, mother ('r' is pronounced as a vowel sound follows it) and father ('r' is not pronounced).
