When can I see dynamic parameters in Tableau?

Create filter with any dimensions and go to top tab and click on down caret > then select create new parameter> select data type and list or range > this will create dynamic filter which we called dynamic parameter

Does it make sense to master both Tableau and Qlikview?
Learning both doesn't habe any advantage. It is recommended to learn either Tableau or QlikView. Tableau is rich in features and widely adapted by many corporates. I hope this answers your question.
