you do not need to create one , tableau Server features help you do so. you can connect to all data source which are published in tableau server for creating new / adhoc reports

Does it make sense to master both Tableau and Qlikview?
Learning both doesn't habe any advantage. It is recommended to learn either Tableau or QlikView. Tableau is rich in features and widely adapted by many corporates. I hope this answers your question.
