No ,it is not possible to do. As all trades happen in dollar and other currencies.to hedge the risks associated with global trades , forex trading can not be baned

It won't shut down as there is no regulations regarding this ,the only thing is that government is trying to take action against people who work as a middle man between traders and the platform they use for deposits and withdrawals of funds
