The best way to learn English is to start with a good tutor who has excellent teaching style. By going this in about 3 months you can understand grammar and even speak a few sentences. Offline practice consists or reading loudly excerpts from story books, magazines etc and learning meanings of new words you come across. Tutor will then promote you to advanced level where he/she will focus on your fluency, pronunciation, delivery, and expressions related to the content. This will take about 6 months practice. After 9 months your English is like a new born baby. Now, it is upto you to help it grow well and reach higher levels with YOUR own efforts. Lastly, just like the baby doesn't stop growing, there is no point where you stop learning. So hire a tutor and get started rightaway. 9 months is minimum requirement if YOU ARE DETERMINED. If you are not serious it might take even longer time with the coach. Passion always acts as a catalyst when acquiring any skill.
