Hai Anitha, it may be due to various factors like the students may come from distant places, timing of the batch affordability of fees etc. if the above points does not match in your criteria then it is the problem with the student.

Secondly,look at each participant individually & understand their motivation/reason for signing up and use that information to keep them motivated.
