Newton's first law defines the frame of reference, and qualitatively explains the force, whereas Newton's second law is a quantitative definition of force. Ofcourse we use mathematical steps to derive any physical concept, but you can not obtain a frame of reference from the second law. Hence, the question is not a valid one.
