The no. Of electrons in C is 6 with an electronic configuration of 2,4. The last valence shell must contain 8 electrons so it has to either gain the 4 electrons or it has to loose the 4 electrons so that the last shell is completely filled. So the valency of carbon is +/-4. Also the property of carbon to make long chain compound is catenation that allows it form long chains with the element of its own kind .

Now to complete its valency it has to gain 4 electrons or loose the 4 electrons as the last shell must contain 8 electrons .so it's valency will be +/- 4. Also the property of carbon to form long chains is catenation that allows the element (C) to form bonds with the element of its own kind.
