Best institute for learning art that includes sketching is MIT pune but there is no such institution only for fashion sketching.

There won't be an institution specially for fashion illustration but soft, pune is a good option for fashion illustration as they will have illustrations in their fashion design course

Why do sketches look better than line art so often?
Sketches are often quick and loose. This allows the mark making to be fresh and open. when you begin to line the work you are making the marks all the same weight and it takes the freshness away from the original sketch.
