morning is the best time as we inhale fresh oxygen and our mind is so clear and the environment is calm. But if you are not able to do in the morning then you can do it in the evening. Exact noon is not a right time(from 12 to 3) to practice as sun is in the right center of the sky, so our throat may feel the dryness. Our throat must always be hydrated and moisture to pass on the air flow smoothly. So do some warm ups before you start singing. some of the warm ups are listed in my document section read less
