Is Java mandatory in order to learn the Selenium tool, or can we choose another programming language?

No it is not mandatory to choose java for selenium automation , you can use for python , ruby , perl and c# with selenium. All languages jar files are available at official selenium website. JAVA is most widely used with selenium in industry.
