I would suggest Learn Python 3 the Hard Way by Zed A. Shaw for Python and Let Us C++ by Yashwant Kanetkar. Both these books have explained the concepts in a very simple straightforward way.

which is best in Rpa and python

Main problem statement : import a .xlsx file in python with a dataset value then after import we need to ensure that every time I enter a value in a row ; row must be added by 1 and automatically value changes to a row using python script without manually intervention . 
Use read_csv in a loop, there's no other way for this.
