Greetings,
Photoshop is the most suitable tool for photo editing, there are several technics which you can use to brighten up the picture.
1) Go to Image> Adjustments> Select a Brightness/Contrast and then adjust the arrows as per your required output.
2) This is advance level to adjust the level, Go to Image> Adjustments> select a Level option. In level option, you can adjust the three upward-pointing arrows below the graph. Adjust the arrows until you get the required output.
