(a) Balancing chemical equations is based on law of conservation of mass which states that mass can neither be created nor be distroyed during a chemical reaction. That means the total mass of products is always equal to the total mass of reactants. There is just rearrangement of atoms in different molecules.
(b) 2 Na + 2 H2O ---> 2 NaOH + H2
