Yes you can start with machine learning any time you wish to do so. But there are some things that you need to keep in mind before starting.

1. You should be having strong understanding of basic maths and statistics. As machine learning is nothing but applied statistics, it demands you to solve real world problems by applying mathematical algorithms. 

2. You should be good with programming. If you fail to do so, you cannot apply the concepts which you have learned to real world challenging problems.
